Focus:

En-Huei has more than 20 years of extensive experience in geotechnical/tunneling engineering, including subsurface investigation, design and construction inspection for the following projects: Mass Transit System, Utility Tunnels, Mass Transit Tunnels, Airport Expansion, Roadway Project, Earth Dam Project, Buildings, Landfill, Subsurface Remediation, Site Development and Waterfront Project.

He focuses on geotechnical/tunneling instrumentation design and inspection and soil and rock laboratory testing, and he also has experience in conventional projects and design/build projects. En-Huei also specializes in expert witness testimony, forensic case study and value engineering in the aspect of geotechnical/tunneling engineering.

En-Huei was previously employed by Parsons Brinckerhoff (NY), TAMS Consultants (NY) and CMX Engineering (NJ) as a geotechnical engineer and a technical/project manager (QA/QC manager). In these positions, he has accumulated valuable experiences with high-profile domestic, international, private and public projects. En-Huei is ISO 9000 trained/certified and is skilled at solving geotechnical/instrumentation related issues.

Professional Experience:

Vibration, Settlement, Rotation Monitoring

Installed and monitored a series of 3-axis seismographs and horizontal tilt meters along existing subway tunnel wall or buildings along the proposed construction area. Vibration, rotation and differential settlement data was taken and evaluated with the Re:mote system including data logger and modem, providing criteria for construction-induced vibration and movement.

Tunnel/Transportation Project (Hudson-Bergen Light Rail Transit System, Jersey City, Hudson/Bergen County, NJ; Dobson's Run, Philadelphia, PA; Mill Creek Storm Sewer Tunnel, Cleveland, OH; JFK Airport Access Program (Monorail), Queens, Queens County, NY)

Performed a geotechnical engineering study including design of foundation for bridges, maintenance yard, stations, waterfront structures, rock slope and earth embankment. Provided geotechnical parameters and recommendations for the design of a tunnel (initial ground support and final lining system), ventilation shaft via blasting and underground cavern station and portals. Prepared geotechnical/tunnel design summary and baseline reports, addressed groundwater inflow issue, provided geotechnical instrumentation and monitoring program and evaluated ground improvement method using jet grouting to allow the advancement of a TBM through soil/soft rock. Reviewed design of a cut and cover tunnel (using sheet pile cofferdam and a grouted bottom plug) and preparation of reports, installed inclinometer casing behind the cofferdam and measured the deflection of sheet pile system. Coordinated subsurface drilling, in-situ testing and soil/rock laboratory testing, micro tunneling with 4-feet diameter and 15-feet deep pipe jacking underneath the Conrail tracks.
